I want to pick up from where Hon. Millie Odhiambo has left off, and what you have just mentioned. In the last three Parliaments, similar Motions have been passed. The Joint Committee on National Cohesion and Equal Opportunity went further to bring in a substantive amendment to the Penal Code on those crimes that we are talking about, to make them capital offences.
