    "content": "Mr. Deputy Speaker, Sir, it is shocking that this country has experienced floods in different areas such as Nyando in Nyanza, Namanjalala in Trans Nzoia and Budalangi in Busia. We have had drought in the northern parts of this country and Ukambani for a long time. In the last ten years, hundreds of thousands of people have been displaced. Some have died. Crops have been destroyed. Livestock has been lost. However, it has taken this Government over ten years to develop a policy to deal with this situation. Could the Assistant Minister confirm to the House when the Government intends to come up with a comprehensive policy that will deal with this matter on a sustainable and long term basis?"
