    "content": "Lastly, the Bill outlines financial matters especially how funds can be sourced for the road sub-sector. In this financial year, the road sub-sector has taken the largest chunk of our Budget. If the roads sub-sector is well-managed and apportioned resources utilised well, it will impact on other sectors of our economy such as education and energy sectors. Twenty two per cent of the fuel levy is normally sent to constituencies and managed by the Constituencies Road Committees. That Fund is too little to manage the roads.
