    "content": "I want to look back at the road we have walked from the time of Independence to date. When we made some reforms in the transport sector with all the Authorities created, a lot has been achieved by the Kenya Government. On top of that, this Bill will clear and make the way better for the implementation of the road network in our country. There is no country which advances economically or develops if its road network is wanting. We have been all over the world and we have seen what a good road network can do. Investors can only be interested in a country when they know that roads are passable."
