    "content": "Hon. Angwenyi, for avoidance of doubt, the word used in the Constitution is “shall”. It says:- “If the National Assembly – (a) does not vote on the resolution within sixty days, the resolution shall be regarded as having been approved by the National Assembly without amendment”. The matter rests there. It is deemed to have been passed. You and I would recall the days when we had lots of arguments about the word “deeming” when we were dealing with other legislations."
