    "content": "constituency. I am sure that the Leader of the Majority Party and Hon. Kajuju have youth in their constituencies. We know that the Youth Enterprise Fund caters for the youth. We also know that there was a Bill that was brought here by Hon. Sakaja, which made it compulsory, as envisaged in the Constitution, for Government entities to reserve 30 per cent of tenders for the youth, women and people living with disabilities. The question is whether that policy is being implemented. The tenders that are given to the youths are mostly for supplying printing materials and small things. Those might not be able to significantly contribute to their economic empowerment, and yet we know that this is the critical part of the society that we depend on."
