"content": "I am not complaining, Hon. Speaker. In supporting this Bill, I want to urge this House to be attentive to it. I have been asking myself the genesis of this classification of roads. In my constituency, for example, it was all fine when we had the Kenya Rural Roads Authority (KeRRA), the Kenya Urban Roads Authority (KURA) and trunk roads but the governors got involved. I can tell you my biggest problem today is that I do not even know which road belongs to me or who actually came and classified roads in my constituency.
