    "content": "Thank you, Hon. Speaker, for giving me the opportunity to contribute to this important Bill. This Bill is critical under the current constitutional dispensation. During the old constitutional dispensation, it was the preserve of the national Government to ensure that roads are maintained across the entire county. Under the new Constitution, we have two levels of Government; namely, the national Government and the county governments. In the end, we have been having serious clashes and blame games between the two levels of government because even as leaders, we cannot differentiate which roads fall under the national Government and which ones fall under the county governments. This Bill is curing this confusion. It also creates three authorities; namely, the National Roads Authority, the National Secondary Roads The electronic version of the Official Hansard Report is for information purposesonly.
