    "content": "We have KeNHA which will be in charge of primary roads. The KeNSRA) will be in charge of secondary roads. The county government will be in charge of the county government roads. This classification, like some Members have contributed before me have observed, is important because of the confusion that has been there. This classification is also important because we will know the capacity of the national Government and county governments. We want uniformity in some of those roads.
