    "content": "I support the Bill because we will know the roads that belong to the county governments and national Government. We will know the mandate of the two authorities which have been established. The Bill sets out the parameters which KeNHA and KeNSRA shall follow - like the national values and principles of governance as specified in Article 10 of the Constitution. It also sets out the relationship between the county governments and the national Government, the principles of accountability and public participation. The Bill also outlines all the principles that those authorities will follow. This is important, particularly public participation because it is one of the principles that are enshrined in our Constitution."
