    "content": "Thank you Hon. Speaker, for giving me the opportunity to contribute to this important Bill. I support it. It is long overdue. It should have been brought earlier than this period, when we are facing a crisis of financing in the construction of roads in this country. This Bill will save a lot in terms of conflicts, duplication and blame games which have been going around in the counties and constituencies in the country. I believe that each county or constituency has experienced it. It has not been clear which roads belong to the counties and which ones belong to the national Government. I strongly believe that the Authority which is going to be established by this Bill will go out of its way and expediently define the roads that should be constructed, managed and maintained by the county governments, and those which will be maintained by the national Government. We have even had problems with some counties where you are not able to sit with a county government to prioritise, budget or even identify the roads which are to be constructed.
