    "content": "Mr. Speaker, Sir, I beg to present a Petition to the Senate to investigate and cause the County Government of Kajiado to collaborate with the Kajiado North Sub-County Citizen Participation Forum (KACIPAFO) and deliver services to the residents of Kajiado North Sub-County. The Petition is as follows:- “We, the undersigned, the residents of Kajiado North Sub-County and officials of Kajiado North Sub-County Citizen Participation Forum; Mr. Francis Waganju, Ms. Halima Guyo Arero, Mr. Gikera Kahara, Mr. Elvis Mmaitsi Mwashu, Ms. Mercy Wanja, Mr. Robert Mpenzi Ndolo, Mr. Francis Persimei, Mr. Josphat Kapaya and Ms. Ruth Gitu on behalf of the residents of Kajiado North Sub-County- Realising the need to bring the people of Kajiado County together to lobby and influence policy and Government action in one voice; Acknowledging the social equity that is bound to be brought about by effective societal integration; Driven by the provisions of Article 174 of Chapter 11 of the Constitution of Kenya, 2010 which outlines one of the objectives of devolution as giving powers of self- governance to the people and enhancing their participation in the exercise of the powers of State and in making decisions affecting them; Informed further by the contents of Chapter One of the Constitution of Kenya on the sovereignty of the people:- “ (1) All sovereign power belongs to the people of Kenya and shall be exercised only in accordance with this Constitution.” The electronic version of the Senate Hansard Report is for information purposes only.
