Deputy Speaker, I beg to move the following Procedural Motion:- THAT, this House orders that the business appearing as Order 9 be exempted from the provisions of Standing Order 40(3) being a Wednesday Morning, a day allocated for business not sponsored by the Majority or Minority Party or a Member belonging to the Majority or Minority Party or business sponsored by a Committee. The House Business Committee (HBC) yesterday resolved to give priority to the Report of the Budget and Appropriations Committee on the Second Supplementary Estimates for the Financial Year 2015/2016 so that it can be dealt with this morning. As Members are aware, the financial year will end tomorrow. There is need to consider the Second Supplementary Estimates. If possible, let us consider it the way we dealt with the 2016/2017 related Bills, which include the Appropriation Bill, 2016."
