    "content": "As the Chair has already put it, initially, I thought we are passing this money to be spent in the next few hours before the close of the financial year. I have thus understood that this is only procedural. We want to pass it because the money has already been spent. We have been having problems with the National Treasury because once the Budget Estimates have been approved, they need to be disbursed to the various Government departments for spending. They take a long time to disburse these monies and then we start doing things in a rushed way."
