    "content": "On the Second Supplementary Report of the Budget and Appropriations Committee, the issues of Supplementary Estimates in this country are provided for in the Constitution. The Public Finance Management (PFM) Act says that there can be as many supplementary estimates as possible, so long as they are done within two months after the expenditure is incurred. International best practice demands that planning and budgeting be as realistic as possible and, at the same time, also build a bit of flexibility into the budget-making process so that the country does not suffer."
