    "content": "There is also the element of the pension of teachers which should not have been an issue in the Supplementary Budget. Teachers in this country have been crying for so long. For the last three or four years, teachers who have retired have been requesting for payment. In my Constituency, I have been having cases every now and then. So, it is irresponsible for the National Treasury to bring Supplementary Budget for purposes of payment of the teachers, because the issues were not unforeseen. This issue has been there. It should have come as an issue of planning. There is poor planning, and failing to plan is planning to fail. We are calling upon the National Treasury Cabinet Secretary, Mr. Henry Rotich, to pull up his socks. It shows he is not on top of things."
