    "content": "Thank you, Hon. Deputy Speaker. I also want to make my contribution to this important Motion. As many Members have made it clear, it is not important to pass these Supplementary estimates especially at the eleventh hour. Sometimes even the Budget and Appropriations Committee and the relevant Committees of this House do not get enough time to scrutinise the Supplementary Estimates, especially this second one coming one day to the close of the financial year. Therefore, as the Constitution clearly stipulates that the Supplementary Estimates should be brought two months after the money is used, as a House, we are not handled in the right way by the National Treasury. I know that it is sometimes very hard to scrutinise what needs to be done. If this money was spent, was it spent on the right departments? After the amendment, close to Kshs34 billion is going to development and this is a lot of money. Does this money go to the right departments and projects? I support because it is my duty to make sure that the Government does not collapse but this should be taken care of in the next financial years."
