    "content": "Mr. Temporary Chairperson, Sir, we considered the content of what my brother, the Senator, has raised. The issue here is that the ratification being sought maybe of a national nature. To avoid a situation where we have a stalemate between the two Houses, the Senate may be at liberty to take up a matter which, in its opinion, has already taken 30 days. That, again, would be a good thing because it was to seal any gaps, where the applicant will assume that the matter has been concluded by lack of activity by the National Assembly, unless both the National Assembly and the Senate do not take any action within the first 30 days and the next 30 days. That means there is an opening of 60 days."
