Are we not voting on the amendment Bill to the Natural Resources (Classes of Transactions Subject to Ratification) Bill (National Assembly Bill No. 54 of 2015)? If we are, all Bills that are debated in the Senate concern counties. Therefore, voting must be by county delegations. Just be guided. We are voting to an amendment Bill. It cannot be a voice vote."
