    "content": "Thank you, Hon. Speaker. The projected economic growth can only be realised if our budgets are fully implemented. For the last three or four years, our budgets have not been fully implemented, as a result of inability of the Kenya Revenue Authority (KRA) to meet its revenue targets. If we want to implement the Budget fully, the capacity of KRA, which is a serious issue, must be handled. In the last financial years, the Government was unable to pay its suppliers and contractors. This affects cash flow within the economy. That in turn affects the economic growth that is envisaged. This is something we must deal with. Otherwise, it will remain just mere focus which will have no money to implement."
