    "content": "As we increase the allocation to various agencies, we should increase the allocation to the NGCDF. The minimum is 2.5 per cent. We can increase it to 5 or 10 per cent. We have the power to entrench the NGCDF in our Constitution at third tire of allocation. We will not have all these activists moving around the country. All we need to do is bring a Bill, pass it and amend the Constitution to entrench the NGCDF in the Constitution. I do not know why we cannot do so.
