    "content": "Thank you very much, Hon. Speaker, for giving me an opportunity to contribute to this very important Bill. I support it. I want to remind the Government, through the Chairman of the Budget and Appropriations Committee that the essence of the Budget is to enable the Government to parade its priorities and factor funds that are meant to help it push those programmes to completion as per design. Our Budget faced a lot of inhibitions caused by lack of hastened transfer of the Exchequer by the National Treasury and misuse or misallocation of funds."
