    "content": "The five heads of States have already agreed and assented to the Protocol on Sanitary and Phytosanitary Measures. What is remaining is the nitty-gritties of what we need to put in the Protocol. The Protocol has been combed through using our Cabinet Secretaries in the relevant sector and the ratification is timely and in order. I see no risk of ratifying this Protocol. I agree with the Members who are saying that we need to protect human, animal and plant life and health by applying the measures to manage the risks associated with importation and cross border diseases."
