    "content": "Hon. Deputy Speaker, after passing and ratifying the Protocol, it will enhance a number of items, especially with regard to trade and providing job opportunities around the region. I reiterate that we need to be serious because the Protocol has been before this House for some time. Whereas countries like Rwanda and Uganda have ratified, we are dragging our feet. That shows how we joke over serious businesses like the one we are dealing with at the moment."
