The reduction will affect road rehabilitation sub-programme and the total target kilometres for road rehabilitation set to fall from 234 kilometres to 178 kilometres for the 2015/2016 Financial Year. Projects whose budgetary allocations will decline by the highest margins under infrastructure include the Nairobi Southern Bypass project, by Kshs1.5 billion; the National Urban Improvement project by Kshs2.3 billion; the South Sudan East African Transport Trade and Development facilitation by Kshs2.2 billion; the Transport Infrastructure for Regional Integration project by Kshs1.4 billion; the Nairobi Outering Road improvement project by Kshs1 billion and the Mombasa-Mariakani Highway project by Kshs1.9 billion. Hon. Temporary Deputy Speaker, the Ministry of Energy has its A-in-A component revised upwards by Kshs4.3 billion during the First Supplementary Budget in March, 2016. However, within a span of less than three months, the Ministry has had the A-in-A revised downwards by Kshs23 billion. This reveals the poor planning and forecasting arising from the Ministry. The major increases are notably in the Ministry of Health, the Ministry of Land, Housing and Urban Development and the State Department of Agriculture. As I conclude, let me say that the reductions under the Ministry of Environment and Natural Resources is attributed to transfer of expenditure incurred by integrated regional development authorities under the Ministry of Water and Irrigation.
