    "content": "Mr. Temporary Chairman, Sir, as the Bill is currently drafted, the fishery management plans cannot take into any effect unless approved by the Director General. However, we know that fisheries is a devolved function. Our proposal is that the Director General should not override the plans by a county government in its management plans. .Instead, the county government should take into account any recommendation by the Director General, but the Director General should not automatically overrule and frustrate any plans that are made by the county governments."
