    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 104 of the Bill be amended in subclause (2) by deleting the words “Cabinet Secretary” appearing immediately after the word “The” and substituting therefor the words “county executive committee member”. The purpose of this amendment is to confer the powers to except fishing vessels for non commercial purposes from the Cabinet Secretary to the county government. The exception should not be made by the Ministry but by the county government."
