    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 200 of the Bill be amended by deleting paragraph (f). The purpose of this amendment is with respect to the Fish Marketing Authority. This authority is a national government function and paragraph (f) confers on it the powers to develop fisheries which are functions conferred to the county governments under Part IV of the Constitution. Therefore, we are proposing that this Clause be amended to delete paragraph (f) as this function falls within the ambit of county governments and should not be performed by this authority. So, production of fish should not be a function of this authority, instead, it should concentrate on marketing."
