The National and County Governments shall ensure accessibility of family planning services including contraceptive methods, counseling, and free information and education The purpose for amending the words “available” was to replace it with “accessibility” to avoid ambiguity and also as defined under the definitions. Accessibility was defined under definitions as ability of an individual to obtain or receive appropriate safe, accountable, effective, quality health information and services. So, it is for clarity purposes."
