Some of the petitions which are presented only require that the committees make a finding and the Clerk writes to the Petitioners to let them know what the Committee has found out. So, it is up to us to see, given this new governance structure, how to provide in our Standing Orders so as to allow situations such as the ones you are raising where policy issues are involved, that the House be given an opportunity to come and express itself by way of a resolution.
