    "content": "I want to give an example. In early 1980s, a road from Kitui Town to Machakos Town was constructed by the Israelites. That is the road I use every time I go home. For the last 35 years, only minor repairs have been undertaken on that road and yet it is still intact. You can drive at a speed of 100 kilometres per hour without any worry. In this country, roads are constructed today and in three years’ time, they are in deplorable state. The potholes on our roads are the type you can fit in while standing. This Bill is very important. I urge my colleagues to support and pass it, so that the provisions of this law will be used to ensure that Kenyans get value for their money, especially when we construct roads."
