"content": "As I conclude, I want to say that roads are important in this country. I want the two levels of government - the county governments and the national Government - to make sure that there are consultations as we develop roads, so that at the end of the day we do not get some areas having very good roads and others with no roads. I want to remind you of the Kibwezi-Kitui Road, which I have spoken about for the last 30 years. It has never been constructed. If this Bill becomes an Act of Parliament, it will pave way for constructing roads equitably."
