    "content": "Thank you, Hon. Speaker. First, I want to thank all the Members who contributed to this very important Kenya Roads Bill 2015. The Bill deals with the Fourth Schedule of the Constitution in relation to the roads subsector. It will assign the respective functions to the two levels of government. Paragraphs (b) and (c) of Part One of the Fourth Schedule provide that the national Government shall be responsible for the construction and operations of national trunk roads, and the standards for the construction and maintenance of other roads by the county governments. This is a very important Bill. I am sure that the Departmental Committee on Transport, Public Works and Housing did some due diligence. They talked to the stakeholders and amendments will come after our short recess. It is a very important Bill. It will go to the Senate as it touches on county governments. I am sure that the views expressed by the Members who contributed to this Bill will enrich it during the Committee of the whole House stage. This is through the various amendments and ideas that the Committee and Members have picked."
