    "content": "Why do we have nomination lists? We have them so that it is possible for us to mix people and to have people with all the kinds of education levels that we require. As we talk about party lists, this can be put into consideration. We cannot sit here to make laws to force people to elect only people with degrees. We have quite a number of Parliamentarians who have done a lot of very good work yet they did not go to formal schools. I refer to Hon. Ntimama who was elected to this House many times and he was one of the best lawmakers we ever had. That is a fact. He never went to any formal school yet the work he did and the English he spoke was better than that of most of the people who have gone school."
