    "content": "Issues of conservation are what is taking us to where we have completely overfished the lake. There are no attempts at restocking. Some of this happens because there is no clear policy or legislation that touches on how we can conserve the lake. The issues of enforcement, right now, are going to be in the hands of the county governments. Many of them, if you asked, know that the sector is important as an alternative source of revenue as a county. However, they are not doing anything towards ensuring that they support that economy that can help them generate revenue. I have talked about issues of enforcement which should be done by Fisheries Department. Fisheries Department has largely been seconded to the county governments. They are part and parcel of those who were wasting the lake. Fisheries officers that we are having in the local divisions are part of the people who are colluding with people who are using wrong gears; they are part of the people who are colluding because they are paid and are given kickbacks. It is unfortunate that this is happening at this particular time in the country."
