Speaker, pursuant to the provisions of Article 117, the National Assembly Powers and Privilege Act, Chapter 6 (11) provides that the proceedings of the House shall not be questioned in a court of law. I am not the one saying this; it is in the Powers and Privileges Act. In light of the reported court order, what is the fate of the privileges conferred on this House by virtue of Article 117(2) of the Constitution and the National Assembly Powers and Privileges Act? That a court can order for the arrest of Hon. Duale from the Chamber. That is what this court order means. There are Members of this House who were discharged from their committees by either side of the political divide. Those Members have a constitutional right of representation, oversight and legislation. They have the courage to go to a court of law and be reinstated to the committees. The Members include Hon. Munuve, Hon. Regina, Hon. Mungaro, Hon. Idi and Hon. Chidzuga."
