    "content": "The Jubilee Government has already progressively increased capitation in secondary schools over time. In fact, the intention of the Jubilee Government is to ensure, in the next two years, that they eradicate the payment of school fees in all day secondary schools as part of progressive realisation to free basic education. The intention is, by next year and in the subsequent year, to actually make it possible that in a day secondary school, a student should not pay school fees and thereafter subsidize further with the hope of eradicating fees in the secondary schools in the long term.
