"content": "Standing Order No.48. Mr. Speaker, Sir, we are just doing this for record so that next time we know what we should do. Standing Order No.48 is about Notices of Motion. Standing Order No.48(2) and (3) state:- “(2) Before giving notice of a Motion, the Senator shall deliver to the Clerk a copy of the proposed Motion signed by the Senator, and the Clerk shall submit the proposed Motion to the Speaker. (3) If the Speaker is of the opinion that any proposed Motion — (a) is one which infringes, or the debate of which is likely to infringe, any of these Standing Orders; (b) is contrary to the Constitution or an Act of Parliament, without expressly proposing appropriate amendment to the Constitution or the Act of Parliament; (c) is too long; (d) is framed in terms which are inconsistent with the dignity of the Senate; or (e) contains or implies allegations which the Speaker is not satisfied that the Mover can substantiate— the Speaker may direct either that, the Motion is inadmissible, or that notice of it cannot be given without such alteration as the Speaker may approve.” Mr. Speaker, Sir, all the way to Paragraph 6, there is no portion where there is leave to move without necessarily giving the notice. Maybe, the Senate Majority Leader should have said that he has given you the notice of the Motion and you have approved it under Standing Order No.48."
