The circular the Assistant Minister says came from the Office of the President, actually came from the Permanent Secretary, Secretary to the Cabinet and Head of the Public Service and the Question was rightly forwarded to the Office of the Deputy Prime Minister and Ministry of Finance. What does the Assistant Minister mean when he says that the circular came from his Ministry and yet it is not in charge of procurement?"
