"content": "Mr. Deputy Speaker, Sir, with those remarks, I wish to persuade my colleagues in this House that we are in a position to enact legislation to make sure that we leave a legacy and bequeath an opportunity to our young people who have decided to be entrepreneurs albeit without the backing either of coming from rich families or without money in their pockets. We can set a trend. We can make history by ensuring that we have put in place legislation that will say; you do not have to come from a big family or to have the backing of dollars and millions of shillings from people with big names. Using your own mind and spirit as an entrepreneur, you can say, I will start with one step and you can find a platform of a law that has been made to elevate you to any levels of achievement and to the highest heights in this world. This is the spirit of this Bill and the reason I sought this amendment because I realized that in the earlier Act, recognition to these young people was cut out only to include those who could be able to own warehouses or big buildings. Those were the only ones to be recognized to succeed in being entrepreneurs, independent, holding their brothers’ hands and creating employment. The philosophy that I personally employed as one who has a history that is similar to the story that I have told is that, every time I walk through a door of opportunity, I do not close it behind me. I leave it open so that another person like me can walk through the same door and see the same opportunities. That is the spirit with which I bring this Bill to this Floor. That door of opportunity may open to other young people in this country who may not do the same just like I did many years ago when I first sought to be an entrepreneur, which is the platform I used to come here. My name “Wamatangi” is a testimony that I started as a person with only a spirit and a will. I started going round to assist people within the communities of Kiambu and now to the larger Kenya. From the work that I have done, I ensured that families, poor people, schools and orphans can access clean water. I started doing this without the benefit of being a rich man. That exploded and earned me a name that I was baptized by the communities of this country and they called me Wamatangi. If this spirit can be alive to another person, they can be called either Wamatangi like me, Wamagari, Wamasufuriaand Wamatinga as long as they will change the future and the history of this country by bringing in more people to the fore of opportunities. I beg to move. I request my colleague Sen. Sijeny to second."
