    "content": "people that he left with the institutions that he set up using his own brains. Today, the successive governments have failed to do what is important for the country. We talk about creating jobs. What jobs are these that we are creating for Kenyans if we cannot pass this Bill? This is a great Bill. I do not think that we are lacking managers and qualified doctors in this country. We are looking for jobs for the masses and we are lacking them. Most of the employees earn Kshs5,000 and 30,000 per month. These are the jobs we are talking of creating in this country. How many companies can now employ such class of people? Today, other than the tea and coffee estates, there is no other sector that can employ such people. We need to push our economy to the middle class level. In Kenya, we have the top notch and then the lowest bottom. In between, there is absolutely nothing. The amendments here talk about hawkers and other lower cadre of business. If the Government is serious in improving lives of small scale business people, then we would not be chasing women and young men who sell their vegetables and all manner of wares by the roadside. We would not even be taxing them because we have not build sheds for them. We are using a colossal amount of money to build offices of parliamentarians behind here. Land was bought for millions of shillings and now the construction work is taking place at the expense of poor Kenyans who just need sheds. Our priorities are lopsided. If we were to spend that money in building sheds for hawkers and other small scale business people throughout the country, how many of those people would we accommodate in a decent and clean environment instead of building offices with carpet for us? Whether it is raining or shinning, you will buy your vegetables under a shed, you will be secure and you will have time to purchase and pay that lady who is selling vegetables on the roadside."
