    "content": "Mr. Temporary Speaker, Sir, we have set aside about Kshs200 million for young women and men to borrow and engage in business; that is the only way to grow local revenue at the county levels. I support and congratulate Sen. Wamatangi for a well thought out Bill. This is one of my proudest days as a legislator. As I retire to bed tonight, I will have done something, and when asked about what I did in the Senate, I will mention this legislation. Thank you."
