    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT Clause 18 of the Bill be deleted and substituted with the following new clause- 18. For purposes of section 15(1)(b), the Cabinet Secretary shall- (a) form directorates to deal with the following matters – (i) medical services; (ii) nursing and allied workers; (iii) pharmaceutical services; (iv) public health; and (v) administrative services; (a) notwithstanding paragraph (a), form directorates based on policy priority areas in consultation with the Director-General. The reason for this amendment is to compel the Cabinet Secretary to create directorates that deal with key areas of the health sector for better coordination."
