    "content": "Mr. Temporary Chairman, Sir, my worry is not that the Bill will have a different appearance or purpose. It is that there is interference of the county governments by the national Government on matters of employment. There is no clear definition and boundary of who is supposed to take responsibility on employment and remuneration of workers at the county level, hence the cause of the crisis that we are seeing. Sometimes the county governments say they do not have any responsibility over nurses because they never employed them. That is the purpose of this deletion."
