    "content": "Mr. Temporary Chairman, Sir, the stakeholders are clear that this council will not help the health sector and contradicts the function of the Public Service Commission (PSC). There is no value addition by the proposed council, in Part 4, where the deletions occur up to Clause 44. Furthermore, there appears to be a contradiction on the functions of the PSC in setting the norms and standards for public service, hence the reason we have proposed the deletion."
