    "content": "Mr. Temporary Chairperson, Sir, the Fourth Schedule of the Constitution is very explicit on the functions of the national and county governments. If the suggestion by Sen. Elachi has to hold any water, then she should be fighting for the amendment of the Constitution but not an amendment of clauses of legislation. We are legislating to put the law in line with the Constitution and it can only be done that way."
