    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 249 of the Bill be amended by deleting the words “not exceeding” appearing immediately after the words “liable to a fine” and substituting therefor the words “not less than”. This Bill provides for a minimum general penalty of a fine not exceeding Kshs100,000 for the commission of the offence for which no penalty is expressed as stated. The Committee proposes to retain this as a minimum penalty and leave the courts to determine whether to impose a higher penalty depending on the nature of the offences."
