    "content": "Mr. Temporary Chairperson, I beg to move: THAT, Clause 4 of the Bill be amended by- a) inserting the following new sub-clause immediately after paragraph (d)- (e) The allocation of financial resources for the promotion of cultural activities; and (f) Subject to this Act or any other law, the establishment of mechanisms for using culture as a tool for conflict resolution and promotion of cohesion. The purpose of this amendment is to impose a duty on the county governments to ensure that financial resources are allocated for the purpose of promotion of cultural activities. The cultural activities are devolved functions and are capable of stimulating economic growth in the counties. They also provide a forum for unifying the community thus promoting peace and stability of the residents of the counties."
