    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT Clause 17 of the Bill be amended in sub-clause (1) by deleting paragraph (e) and substituting therefor the following new paragraphs – (e) five other members appointed by the Cabinet Secretary out of whom – (i) one person shall be nominated by the Kenya Private Sector Alliance; (ii) one person with knowledge and experience in matters relating to the petroleum from an institution of higher education. The Committee proposes to amend sub-clause (1) of Clause 17 of the Bill to provide for the categories of persons to be appointed by the Cabinet Secretary from the private sector. It seeks to ensure that out of the persons to be appointed by the Cabinet Secretary as members of the board of directors of the authority, at least two members are nominated from the Kenya Private Sector Association (KEPSA) and an institution of higher education, in order to ensure that the body is as representative as possible of persons in the public and the private sector. This is also likely to enhance the performance of the board, given that it would widely represent stakeholders across the board."
