    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, Clause 48 of the Bill be amended – (a) in sub-clause (1) by deleting the words “with the approval of the cabinet Secretary” immediately after the words “contractor shall appoint”; (b) in sub-clause (2) by deleting the words “with the approval of the Cabinet Secretary” immediately after the words “another operator”; (c) by deleting sub-clause (3). Mr. Temporary Chairman, Sir, the Committee proposes to amend sub-clause (1) and (2) by removing the requirement “with the approval of the Cabinet Secretary” immediately after the words “another operator”. The contractor should have a free hand in determining the operators to appoint and their relationship should be governed by the agreement they entered into without the interference by the Cabinet Secretary. This amendment seeks to ensure that a contractor has a free hand in determining the operators, given that the contractor is ultimately responsible for the performance of the contract."
